Tarra Murray, M.Ed., LBS (Clinical Director)

Tarra Murray, is a graduate of Springfield College of Wilmington DE, where she received her Bachelor of Science Degree in Human Services in 2007, she earned her Master’s degree in Administration of Human Services in 2010 from Wilmington University. She then obtained her Master of Education Degree in School Counseling from Wilmington University in 2013. Murray earned a Post Master’s Certificates for both Mental Health and Children and Family Counseling from Wilmington University in 2014.

Additionally, Tarra works as a License Behavioral Specialist Consultant for over 10 years, providing behavioral therapy and consultation to children diagnosed with autism and behavior health disorders. Tarra services are provided in a community base approach (home, school) and early intervention programs for children and their families with high needs. Tarra has experience working with a diverse client population, struggling with verbal communication, inappropriate social and coping skills, anger management, trauma, depression, anxiety, self- esteem, behavior outburst, grief, and loss. She additionally uses solutions – focused approach with her clients. Tarra is a strong advocate for children who struggles in the areas of education. 

Tarra has worked for Community Council for over 7 years, providing out-patient therapy for adult and children, adolescents, and families with a wide range of mental health issues including autism, anxiety, Attention Deficit Hyperactivity Disorder (ADHD), adjustment disorders, Oppositional Defiant Disorder (ODD), depression, bipolar disorders, personality disorders, and trauma. She is trained in Applied Behavior Analysis (ABA) therapy approach for children (ages 3-21) with autism and behavioral difficulties. She is also trained in Cognitive Behavioral Therapy (CBT), an evidenced-based treatment model that helps youth and their caregivers overcome trauma and related difficulties.

Evelyn Dublin, M.Ed., LBS (Program Director)

Evelyn Dublin graduated with an Associate’s Degree in Administration of Justice from Delaware County Community College in 2002, she then earned a Bachelor’s degree in Psychology from Widener University in 2007, and a Master’s degree in School Counseling from Wilmington University in 2013. She then went on to obtain a Post Master’s Certificate in Advanced Study in School Counseling from Wilmington University in 2020.

Evelyn has worked in the mental health field for approximately 20 years. Before obtaining her Behavior Specialist License (LBS), she has worked as a mental health case manager, Therapeutic Support Staff, Mobile Therapist, Behavior Specialist Consultant and Crisis Counselor. Evelyn has experience working with a diverse population of children and adults. Evelyn’s passion for children began to grow as she continued to work in various school, home and healthcare settings. She has worked with a wide range of ages from three years to adulthood and with varying diagnoses.
